That’s what Australia’s National Energy Market is built on!

Structural separation and regulation of networks; and contestable competitive generation and retail. The NEM is an energy only market with 5 minute dispatch and settlement by AEMO.

As a resident of Texas, I’d like to clarify that only certain areas of Texas provide households with a choice of energy providers. Others (eg. Austin) give households no such choice. Power here is provided by the municipal electrical monopoly.

Exactly; the munis and coops were given the choice to join ERCOT, and most did not.

Note also that munis and coops are exempt from PUC regulation, although they still have to abide by NERC reliability requirements.
